Project description: The overall objective of the proposed action is to support the development of long-term sustainable solutions for the provision of services to Palestine Refugees in Lebanon, ensuring that basic services continue to be provided in line with UNWRA’ s medium-term strategy and reform programme, while at the same time proposing alternative ways to ensure the long term sustainability of other services.

A team of 3 key experts is required. Two key experts need to be of Category I and the other key expert needs to be of Category II.

The minimum requirements of the team of key experts for this contract are as follows:

Expert 1, Team leader (Category 1), 145 work days

Minimum required skills:

• At least a Masters Degree (academic level) in Education, Social sciences, Humanities, Economics, Business Administration and/or management, Development or other related/relevant disciplines to this assignment, or equivalent professional experience. (Compulsory)
• At least 12 years’ experience in the area in the sector(s) related to the lot.(Compulsory)

Specific professional experience

• At least 6 years’ experience in the TVET sector (compulsory)
• Must possess experience of participating in at least three (03) TVET donor funded projects in at least 2 different countries. (Compulsory)
• Experience in working with the competency based training (CBT) approach and occupational, qualifications and assessment standards development; (Compulsory)
• Past team leader experience in a related mission (proven by a list project references, indicating time, scope, client, project team, and role of the expert). (Compulsory)
• Excellent command of English (both spoken and written). (Compulsory).
• Excellent report writing, good communication skills, adaptability and social awareness. (Compulsory).

In addition to that, it would an asset if the expert had:

• Experience in the Middle East (Asset)
• Experience of implementing and/or evaluating TVET projects 3 evaluations (Asset)
• Experience in running/managing a TVET school/s (Asset)
• Experience in conducting feasibility studies in TVET proven by a detailed list of projects indicating time, scope, client, project team, and role of the expert. (Asset).
• Experience of working at policy level in TVET sector with Government; (Asset)
• Experience in tracer studies (Asset)
• Experience with the National Qualification Framework (Asset).

Expert 2: Team Member (Costing/financial expert), Category 1, 80 work days

Minimum required skills:

• At least a Masters Degree (academic level) in in Economy, Management, Social sciences, Humanities, Business administration and/or management, Development or other related/relevant disciplines, or equivalent professional experience. (Compulsory).
• At least 12 years’ experience in the area in the sector(s) related to the lot (Compulsory).

Specific professional experience

• At least 5 years’ experience in costing/financial/management studies in at least two countries proven by a list of references, indicating time, scope, client, project team, and role of the expert. (Compulsory).
• At least 3 years’ experience in costing/financial studies/management in the TVET sector proven by a list of references, indicating time, scope, client, project team, and role of the expert. (Compulsory).
• Excellent report writing, good communication skills, adaptability and social awareness. (Compulsory).
• Excellent command of English (both spoken and written); (Compulsory).

In addition, the expert should:

• Have experience in development cooperation in the Middle East (Asset)
• Having run/managed a TVET school/s (Asset)
• Having developed Business Plan/Operations manual/s. (Asset)
• Experience of participating in at least three (03) TVET donor funded projects in at least 2 different countries. (Asset)

Expert 3: Team Member Expert in Labour Market analysis. (Category 2), 30 work days

Minimum required skills:

• At least a Masters Degree (academic level) in in Economy, Statistics, Social sciences, Humanities, other related disciplines, or equivalent. (Compulsory).
• At least 6 years’ experience in the area in the sector(s) related to the lot (Compulsory).

Specific professional experience:

• At least 3 years’ experience in particular in Labour Market surveys/studies in at least 2 countries proven by a list of references, indicating time, scope, client, project team, and role of the expert (compulsory)
• Experience is at least 3 labour market surveys/studies (compulsory)
• Excellent command of English (both spoken and written); (compulsory)
• Excellent report writing, good communication skills, adaptability and social awareness. (compulsory)

In addition to that, it would an asset if the expert had:

• Experience in tracer studies (Asset)
• Experience in Labour Market systems (Asset)
• Experience in household (or similar) surveys (Asset)
• Have experience in the Middle East (Asset)
• A background on statistics (Asset)
