Project description: The overall objective of the proposed action is to contribute to the implementation of the European Union’s cooperation strategy with the Kingdom of Morocco, in particular with regard to the promotion of protection and social assistance mechanisms. The specific objective is to accompany the Ministry of the Interior (RNP / RSU Project Management Unit) in the development of a communication strategy and a communication and social mobilization plan on the single social register (RSU)
This contract is of a unitary type. The European Union is planning a maximum of 211 persons / days to be completed over a maximum period of 12 months.
To carry out this mission, the Delegation of the European Union (Delegation) wishes to call on two Category I experts as follows:
Expert, Category I, in Institutional Communication / Team Leader (max working days 118)
Qualifications and skills:
- Advanced university degree, Master’s degree, in communication, information science and / or political science or equivalent degree relevant to the objectives of the contract.
General professional experience:
- A professional experience of at least 12 years in the field of institutional communication.
Specific professional experience
- At least 4 years in institutional communication and / or communication on projects / reforms of the public sector;
- Experience (2 projects) in the design and / or development and / or implementation of communication strategies and plans, some of which are international, in developing and / or emerging countries;
- At least (1) experience in developing a media communication strategy;
- At least one experience in advising a ministerial cabinet as an asset.
Language skills:
- Very good command of the French language (spoken and written)
- Good command of Arabic and English languages (spoken and written) as an asset
Expert 2: Category I, developing social mobilization activities (max working days 93)
Qualifications and skills:
- Advanced university degree, Master’s degree, in information sciences, social sciences, political science or any equivalent degree relevant to the objectives of the contract
General professional experience:
- A professional experience of at least 12 years in the field of communication and social mobilization.
Specific professional experience
- At least 4 years in communication and / or social mobilization on projects / reforms of the public sector;
- Experience (2 projects) in the implementation of communication and social mobilization plans for vulnerable populations, some of them internationally, in developing and / or emerging countries;
- At least (3) experiences in the organization of Focus-group. One of the experiments should be in rural areas and / or among illiterate and / or illiterate populations.
Language skills:
- Very good command of the French language (spoken and written)
- Good command of the Arabic language (spoken and written)
