Project description: Effective utilisation of Instrument for Pre-accession Assistance (IPA) in Bosnia and Herzegovina to foster European Integration process and alignment with the EU standards and policies.

Purpose of this contract is: To enhance the capacities of the National IPA Coordinator’s (NIPAC) Office and, through NIPAC, the capacities of Sector Coordinating Institutions (SCI) and all relevant institutions at different levels of governance, as members of IPA structures, as well as the capacities of other stakeholders in Bosnia and Herzegovina, in effective utilisation of IPA funding, with a focus on the application of a sector approach, the NIC framework, and the preparation for the new Instrument for Pre-accession Assistance 2021-2027.

Results to be achieved by the contractor:

Result 1: Strengthened capacities of NIPAC office for fulfillment of NIPAC’s roles and responsibilities.

Result 2: Strengthened capacities of Sector Coordination Institutions (SCI) and all relevant institutions at different levels of governance,  as members of IPA structures, as well as the capacities of other stakeholders in Bosnia and Herzegovina, relating to the utilisation of IPA funds.

Result 3: Strengthened capacities of NIPAC Office/NIC Secretariat, SCIs and all relevant institutions at different levels of governance related to preparation, prioritisation and implementation of the infrastructure projects under Western Balkans Investment Framework and IPA national programme.

Position: Key expert 1 – Team Leader and Expert in EU assistance coordination (minimum 600 working days in BiH)

Qualification and skills

  • A Bachelor’s degree as a minimum. Master degree is considered an advantage.

General professional experience

  • Minimum 10 years of professional experience in EU funds utilisation in EU member states and/or enlargement countries and/or IPA countries including former IPA countries.

Specific professional experience

  • Experience as Team Leader in one EU funded technical assistance project lasting minimum 220 working days;
  • Preferably 5 but not less than 3 years of experience in relation to strategic designing of IPA national/country planning/programming processes and their realisation;(1) (2)
  • Not less than 2 years of experience in provision of strategic technical advice and or capacity building to NIPAC in performing its role;(3)
  • Experience in working with BiH various government levels, preferably in the context of IPA, is considered an advantage.

 

 

(1)Realization of IPA national/country planning/programming processes implies all stages and activities of these processes led by NIPAC.

(2)This does not include planning and programming of territorial cooperation programmes.

(3)This does not include technical assistance in relation to territorial cooperation programmes.
