Project description: Effective utilisation of Instrument for Pre-accession Assistance (IPA) in Bosnia and Herzegovina to foster European Integration process and alignment with the EU standards and policies.

Purpose of this contract is: To enhance the capacities of the National IPA Coordinator’s (NIPAC) Office and, through NIPAC, the capacities of Sector Coordinating Institutions (SCI) and all relevant institutions at different levels of governance, as members of IPA structures, as well as the capacities of other stakeholders in Bosnia and Herzegovina, in effective utilisation of IPA funding, with a focus on the application of a sector approach, the NIC framework, and the preparation for the new Instrument for Pre-accession Assistance 2021-2027.

Results to be achieved by the contractor:

Result 1: Strengthened capacities of NIPAC office for fulfillment of NIPAC’s roles and responsibilities.

Result 2: Strengthened capacities of Sector Coordination Institutions (SCI) and all relevant institutions at different levels of governance,  as members of IPA structures, as well as the capacities of other stakeholders in Bosnia and Herzegovina, relating to the utilisation of IPA funds.

Result 3: Strengthened capacities of NIPAC Office/NIC Secretariat, SCIs and all relevant institutions at different levels of governance related to preparation, prioritisation and implementation of the infrastructure projects under Western Balkans Investment Framework and IPA national programme.

Position: Key expert 2 – Deputy Team Leader and Expert for Infrastructure Projects (minimum 280 working days BiH)

Qualification and skills

  • A Bachelor’s degree as a minimum. Master degree is considered an advantage.

General professional experience

  • Minimum 10 years of professional experience in preparation and/or implementation of infrastructure projects financed under EU funds.

Specific professional experience

  • Experience in management of implementation of at least 2 infrastructure projects in one or more infrastructure sectors (environment, transport, energy, social sector) financed in accordance with EU or WBIF (Western Balkans Investment Framework) rules;
  • Preferably 4 but not less than 2 years of experience in preparation of technical documentation of infrastructure projects (e.g. pre-feasibility studies, feasibility studies, conceptual designs, preliminary and/or detailed designs) in accordance with EU or WBIF rules;
  • Experience in asssessment and prioritization of infrastructure projects under the WBIF framework would be considered as an advantage.
