Project description:

The overall objective of this project is to create a more effective labour market in BiH.

The purpose of this contract is to strengthen the capacity of the labour market institutions by improving labour market research methodology.

Results to be achieved by the contractor:

  1. System for monitoring and evaluation of labour market needs operational;
  2. Assessment of the existing active labour market measures effectiveness with a comparative view conducted;
  3. Trained staff of labour market institutions to implement more effectively active labour market measures focused on cooperation with employers and service delivery;
  4. Improved information exchange about supply and demand of labour in line with international standards.

Position: Key expert 1 – Team leader, Labour market specialist (minimum 440 working days)

The proposed Team Leader should in addition to the below qualifications and skills, has a proven ability to develop solid partnerships with officials in order to achieve project results. The Team Leader shall be the Contractors representative in BiH and shall be responsible for operational aspects of the Project implementation and performance on behalf of the Contractor.

The Team Leader will be responsible for timely and quality delivering of project results, will plan, co-ordinate and direct the activities of the Project team to meet the intended objectives on the basis of the ToR of this contract and approved work plan(s) and cost estimate(s). This also includes the drafting of ToR for non-key experts required under Project and the appropriate scheduling of their inputs.

Qualification and skills

  • University or postgraduate degree in Economics, Law or other social sciences.

General professional experience

  • Minimum of 10 years and preferably 15 years of professional experience in employment.

Specific professional experience

  • Minimum of 4 years and preferably 8 years of professional experiences in the field of labour market;
  • At least two proven experiences in development of effective active labour market measures and their monitoring;
  • At least 4 years of managerial experience;
  • Experience as a Team leader in at least one EU funded project is considered an advantage;
  • Knowledge of one of the official languages in BiH is considered an advantage.
