Project description: The overall objective of the project of which this contract will be a part is as follows:

  • To contribute to the establishment of institutional capacities for the efficient carrying out of accession negotiations and for fulfilling the requirements of EU membership.

This purposes of this Contract are as follows:

  • to strengthen institutional capacities to efficiently plan and manage preparation of investments in the infrastructure sector;
  • to develop financially viable projects which will be ready for financing through the EU funds solely or blended with IFIs and/or other resources.

Results to be achieved by the contractor:

Result 1: The appraisal process of major infrastructure projects is enhanced in line with national sector strategies and effectively contributes to the establishment of a single mechanism for prioritising all investments in the infrastructure sector regardless of the source of financing;

Result 2: Technical and project documentation for financially viable infrastructure projects in sectors of environment  local/urban development  and other infrastructure sectors (as decided by the PSC) are prepared for financing by EU pre-accession/accession assistance, multilateral IFIs and/or other donors committed to EU standards, including transparent public procurement procedures;

Result 3: The capacities of the lead Beneficiary and of other stakeholders in the Serbian central and local administration dealing with strategic planning, development and implementation of infrastructure investments are strengthened.

Position: Key expert 1 – Team Leader (minimum 540 working days)

Qualification and skills

  • A level of education which corresponds to completed Master degree studies awarded following minimum 4 years curricula in the field of engineering or economics;
  • Additional post-graduate degree in management with duration of at least one academic year would be considered as an advantage.

General professional experience

  • Post-graduate professional experience of at least 10 years in the engineering/infrastructure sector;
  • EU Member State experience for at least 2 years out of the minimum general professional experience.

Specific professional experience

  • Experience in a management position involving leading of a team of experts dealing with development of project documentation for at least two (2) major infrastructure projects (investment costs of at least 10 M euros per project) financed from the EU budget, EU MS budget, EU MS development bank or from a multilateral IFI loans carried out in the EU, accession or pre-accession countries;
  • Experience as an expert responsible for the preparation of key technical documentation such as feasibility studies and/or cost-benefit analysis and/or technical project designs for infrastructure projects in the Environmental sector would be considered as an advantage.
