Project description: The overall objective of the project of which this contract will be a part is as follows:
To improve public finance management in BiH by increasing expenditure effectiveness.

The purpose of this contract is to help BiH authorities to improve the budget planning process.

Results to be achieved by the contractor:
Result 1: Improved programme budgeting process and alignment with the mid-term policy planning process at all levels of government in BiH.
Result 2: Human resources capacities for programme budget planning have been improved at all levels of government in BiH.

Position: Key expert 1, Team Leader (covers the Institutions of BiH) – 660 working days

Team leader will be responsible for the operational aspects of project implementation and performance on behalf of the contractor, especially for on-site supervision and coordination of all activities performed in the institutional capacity of strengthening policy planning and linking up with the programme budget. He/she will provide professional support to project activities, maintain contact with the beneficiaries, contribute to report preparation in the framework of the project, and contribute to the preparation of a comprehensive training curriculum, linking up with project beneficiaries and the contracting authority and other affairs related to efficient management of project activities, including as follows:
– Timely preparation and presentation of the inception report, progress report and final report and coordination of submission of other relevant technical reports and documents;
– Defining project performance indicators;
– Establishing an efficient project performance indicator monitoring system;
– Coordination and management of daily project activities;
– Coordination of timely and effective implementation of project categories in accordance with TOR and the timely schedule set forth during the inception period;
– Assistance in designing and implementing training programmes in line with project requirements;
– Coordination and direct management of experts’ activities and input.

Qualification and skills

  • Preferably master degree in economics, finances, accounting or related fields, but as minimum bachelor degree in one of these fields is required;

General professional experience

  • Minimum of 10 years of professional experience related to public finances;
  • Experience in international projects in candidate countries/potential candidates for EU accession;

Specific professional experience

  • Minimum 5 years of experience related to development of strategic and mid-term planning and/or programme budgeting;
  • Experience with drafting budget-related legal framework;
  • Experience in providing training, especially training of staff in public institutions will be an advantage;
  • Experience in project implementation in the public sector of BiH will be an advantage;
