Description of the Contract

Providing Technical Assistance to strengthen the institutions involved in the implementation of the National Policy for the Social and Economic reincorporation of former FARC-EP members and their families. Specifically:

  1. Effectively support national and territorial actors involved in the implementation of the PNRSE in areas such as (i) Reconciliation and community reincorporation, (ii) Education, (iii) Health, (iv) Gender equality, (v) ICBF, (vi) Marketing among others.
  2. Technical assistance to entities with responsibilities in CONPES 3931
  3. Contribute to strengthening the monitoring and evaluation of the reintegration policy, to improve having a solid base of information that improves decision-making and promote the quality of political dialogue.
  4. Support the implementation of Budgetary Support to the PNRSE.
  5. Strengthen the institutional capacity of the ARN, the Territorial Reincorporation Councils, the mayors and governorships, and leaders in the process of reincorporation, to advance in the implementation of reincorporation policies at the territorial level.
  6. Implement concrete affirmative actions in favor of equality between women and men in the PNRSE framework.
  7. Strengthen the leadership of people in the process of reincorporation in their advocacy capacity in the implementation of the reincorporation policy at the territorial and national level.

Scope of work

The Project seeks to support and strengthen the target groups for the effective and sustainable implementation of the PNRSE at the national and territorial levels.

The project will be including two main experts: the Head of Technical Assistance and the Territorial Coordinator. The expert will have sufficient number of days for medium and short-term missions.

The set of resources and inputs provided by the TA (consultants, studies, analysis, logistics, etc.) will guarantee the achievement of the expected results. There will also be an expert who will support the administrative, financial, logistical and monitoring procedures to support the team leader. In case of unforeseen events the holding of events will be allowed, the exchange of experiences, the holding of training workshops, conferences, publications, or others.

The team leader will be responsible for the TA before the contracting authority and the beneficiary country. Its main functions will be to coordinate the general execution of the project, to lead permanent communication with the DUE, the ARN and other national and territorial entities for the execution of activities, among others. Among his functions as Team Leader are to maintain the coherence of the TA and its results and ensure that these are adjusted to the requirements and needs of the PNRSE and the entities with responsibilities in reincorporation.

Language

The project will be delivered in Spanish language. Level C1 (European language framework) of Spanish language is mandatory.

Duration of the assignment

The expected start date is January 2, 2021. The above assignment is expected to take a period of up to 36 months to complete

Qualifications and Requirements

The Key Experts proposed by the consultant shall be:

Key Expert 1: Team Leader: approx. 660 days during the contract period. The expert must have the following profile:

Minimum:

  • University degree, in social sciences, political sciences, public administration, economic, human or natural sciences.
  • Command of the Spanish language (level C1 European language framework).

Preferable:

  • Complementary education (postgraduate, master) in topics related to budget support and its implementation.

General professional experience:

Minimum:

10 years of general professional experience in development cooperation.

Specific professional experience:

Minimum:

  • Five (5) years of experience in Management and / or coordination of multidisciplinary work teams.
  • Two (2) years of experience in Latin American countries.
  • Experience in consulting or external support to institutions or government entities.

Preferable:

  • Work experience in countries in conflict, post conflict or fragile states.
  • Experience in mainstreaming the gender approach.
  • Knowledge of the Budgetary Support instrument.
  • Experience in the field of EU cooperation.
  • Professional experience related to Colombia.
  • Advanced level of English.

Key Expert 2: Territorial Coordinator of the TA: approx. 220 days during the contract period.

Qualifications and skills:

Minimum:

  • University degree in social sciences, political sciences, public administration, economics, human or natural sciences.
  • Command of the Spanish language. (level C1 European language framework)

General professional experience:

Minimum:

  • 8 years of professional experience in topics related to one or more of the following: territorial planning and / or management, participatory budgeting, implementation of public policies, peace building, reintegration, management and resolution of conflicts or equal opportunities.

Specific professional experience:

Minimum:

  • At least 2 years of local experience in planning and territorial development.
  • 5 years of experience in management and / or coordination of development projects.
  • At least 1 year of experience in reintegration and / or reintegration.

Preferable:

  • Experience in mainstreaming the gender approach.
  • That it is a person in the process of reincorporation.
  • Work experience in multidisciplinary teams.
