Project description: The overall objective of the project is to provide assistance to beneficiaries (MCTI and local self-governments) to select 100 substandard Roma settlements with the highest priority for improvement of living conditions, to prepare all the technical documentation necessary for the sustainable improvement of living conditions of Roma residing in these settlements, to assist local self-governments to prepare and submit project/tendering documents to donors (e.g. Grants for construction for some future IPA projects), and to further develop local Roma inclusion capacities.

Position: Key expert 1: Technical Expert

Qualification and skills

  • University Degree in Architecture, Civil Engineering or other related field where at least 4 years of studies have been accomplished;
  • Holds a valid architectural/urban planning/civil engineering licence issued or recognized by the Serbian Chamber of Engineers

General professional experience

  • A minimum of 8, preferably 12 years of postgraduate experience in implementation of projects/programmes of the development of urban plans, housing, water and sanitation, infrastructure or other related areas;

Specific professional experience

  • Minimum 3, preferably 5 years of experience in the field of upgrading of substandard/informal settlements, water and sanitation and/or provision of affordable housing for Roma or other vulnerable groups;
  • Experience with EU financed projects specifically with works or design of technical documentation related grant schemes or similar ;
  • Experience with institutional capacity development and the design, delivery and facilitation of training:
  • Experience of collaboration and cooperation with national and local governments, donor agencies, CSOs and international organizations and institutions will be and asset
  • Experience of social inclusion policies and issues related to Roma population on national and local levels in Serbia will be an asset
