Project description:

Overall objective – Effective utilisation of Instrument for Pre-accession Assistance (IPA) in Bosnia and Herzegovina to foster European Integration process and alignment with the EU standards and policies. Purpose – To enhance the capacities of the National IP A Coordinator’s (NIPAC) Office and, through NIPAC, the capacities of Sector Coordinating Institutions (SCI) and all relevant institutions at different levels of governance, as members of IPA operating structures, as well as the capacities of other stakeholders in Bosnia and Herzegovina, in effective utilisation of IPA funding, with a focus on the application of a sector approach, the NIC framework, and the preparation for the new Instrument for Pre-accession Assistance 2021-2027.

Position: Key expert 1: Team leader and expert in EU assistance coordination (minimum 600 working days in BiH)

The Team Leader will be responsible for day-to-day management of the Project as a whole, ensuring synergy of all its results, activities and stakeholders, and the quality of the services provided and of project deliverables. He/she will be responsible for overall coordination of the Project implementation and of all its related activities, the efficient and effective use of the available resources, adequate reporting to the Beneficiary and Contracting Authority, administrative and logistic support to the Project activities and good communication with all key stakeholders of the Project. She/he will assess and identify the needs of beneficiary for relevant TA support and will mobilise non-key experts for the required assignments and coordinate their work. The Team Leader will also provide own technical assistance relating to IP A coordination and strategic issues.

Qualification and skills

  • A Bachelor’s degree as a minimum. Master degree is considered an advantage.

General professional experience

  • Minimum 10 years of professional experience in EU funds management in EU member
    states and/or enlargement countries.

Specific professional experience

  • Experience as Team Leader in at least two EU funded technical assistance projects, each lasting minimum 220 working days;
  • Preferably 7 but not less than 5 years of experience in IPA assistance planning and/or IPA assistance programming at national level in current or former IPA countries;
  • 3 years of experience in setting up IPA operational structures at national level and/or capacity building of NIPAC and/or capacity building of IPA operational structures;
  • Experience in working with BiH various government levels, preferably in the context of IPA, is considered an advantage.
