Project description:

The overall objective of the project of which this contract will be a part is as follows:

  • to raise awareness and public knowledge and understanding of Serbia’s accession process/negotiations to the European Union and activities of the EU Delegation in Serbia and to showcase good examples of EU integration practices in the region.
  • to learn the technical implications of the accession/negotiations process.
  • to explain to Serbian audience via media (TV) how Member States successfully addressed issues now affecting Serbia as part of the EU integration/accession in areas such as crime and corruption, justice and human rights, energy, pollution, agriculture, economic development, entrepreneurship, etc.
  • to enhance quality of information disseminated through media about accession/negotiations process and integration into the EU.
  • to increase presence of EU relevant topics and issues in Serbian electronic (primarily) and print media.
  • to increase awareness on Serbia’s accession process to the EU in Member States.

Position: Key expert 1: Team leader (minimum 220 working days)

The Contractor shall designate a senior manager that will be fully responsible for implementation of all tasks and services foreseen in this contract. He/she will be responsible for quality control and reporting requirements. The Team Leader will be the main contact point for the Delegation on this project and the mastermind of all elements of the media trips to be implemented under this contract. He should have a good knowledge of the EU, its policies and the EU accession process of Serbia and of the media environment in Serbia, so as to be able to propose relevant trips to relevant and impactful media and journalists.
The team leader will also be responsible for administrative and financial aspects of the contract and will provide guidance to all non-key expert in performance of their duties and has a decisive role on the efficient use of human resources, smooth daily operation and all necessary crisis management.

Qualification and skills

  • Bachelor’s degree – where a university degree has been awarded on completion of three or more years of study in a university or equivalent institution or alternatively minimum 3 years of general professional experience in addition to the minimum number of years of general experience specified below will be considered equivalent;
  • Fluency in other EU languages – than those required for all staff – will be considered an asset.

General professional experience

  • Minimum 6 years of relevant professional experience in managing communication and information assignments.

Specific professional experience

  • Minimum 3 years, of post-graduate experience of working with media / journalists, preferably in Serbia;
  • Experience in managing minimum two information or communication assignments with media / journalists;
  • Experience in lecturing on EU topics, or moderating EU related events will be considered an additional asset;
  • Managing at least one EU funded project covering the European Union-Serbia relations and its accession process, in the field of media development, freedom of expression or other fields related to media will be considered an additional asset.
