Overall objective

The overall objective of the project of which this contract will be a part is as follows: To maintain progress towards meeting accession criteria in relation to the protection of fundamental human rights in line with the EU Acquis and international standards.

Purpose

To strengthen capacities of institutional mechanisms, namely Ministry of Human Rights and Refugees, Gender Equality Agency and Ombudsman BiH addressing anti-discrimination and human rights and to improve protection of victims of all forms of discrimination. The action will target effective implementation of the BiH Anti-Discrimination Law and the BiH Gender Equality Law.

Results to be achieved by the contractor

The production of the following results is considered necessary in order to achieve the stated purposes of the project

  • Result 1: Public awareness of all forms of discrimination and protection of fundamental rights enhanced
  • Result 2: Capacities of municipal officials, gender equality bodies, service providers and vulnerable groups strengthened
  • Result 3: Effectiveness of the implementation of the anti-discrimination law and the gender equality law in BiH is increased

Position: Key expert 1 – Team Leader (Senior Human Rights Expert) – minimum 300 working days over 24 months

The Team Leader (TL) will be in charge of overall project coordination and quality control, and should also have a substantive role in the technical assistance provided by the project. The TL tasks will include, at least:

  • Managing  the project  team  and  act  as liaison  for  all project  activities  between beneficiaries and Contracting Authority
  • Assuming  responsibility  for  the  overall  implementation  of project  activities  and achievement of planned results
  • Monitoring progress in line with the approved work programmes and budget provisions so as to ensure timely achievement of the interim progress milestones and ultimate project results, as well as high quality of all project outputs
  • Provide expertise in specified areas according to the work break-down structure proposed by the Contractor
  • Be responsible for detailed  analysis of all outputs and correspondence produced  and circulates by the project and their full quality assurance
  • Contribute to other activities of the project team, details of which will be determined during the Inception Phase of the project

Qualification and skills

  • Master degree in Law, Political Science, Economics, Public Administration, Human Rights or a relevant, directly related discipline, or in its absence equivalent relevant professional experience of 5 years in addition to 10 years of general professional experience
  • Excellent command of written and spoken English

General professional experience

  • Minimum 10 years but preferably 15 years of relevant professional experience in law or social inclusion/protection sectors

Specific professional experience

  • Minimum of 5 years but preferably 10 years of experience related to at least one of the following fields: human rights issues, social and health care system, education, gender, anti-discrimination
  • Minimum of 3 years of experience as team leader and/or in staff management position, managing a team of minimum 3 persons
  • At least one experience in advising central or local governments in effectively addressing the needs of vulnerable and socially-excluded categories of population
