Overall objective

The overall objective of the project of which this contract will be a part is as follows: To maintain progress towards meeting accession criteria in relation to the protection of fundamental human rights in line with the EU Acquis and international standards.

Purpose

To strengthen capacities of institutional mechanisms, namely Ministry of Human Rights and Refugees, Gender Equality Agency and Ombudsman BiH addressing anti-discrimination and human rights and to improve protection of victims of all forms of discrimination. The action will target effective implementation of the BiH Anti-Discrimination Law and the BiH Gender Equality Law.

Results to be achieved by the contractor

The production of the following results is considered necessary in order to achieve the stated purposes of the project

  • Result 1: Public awareness of all forms of discrimination and protection of fundamental rights enhanced
  • Result 2: Capacities of municipal officials, gender equality bodies, service providers and vulnerable groups strengthened
  • Result 3: Effectiveness of the implementation of the anti-discrimination law and the gender equality law in BiH is increased

Position: Key expert 3 – Senior Gender Expert – minimum 200 working days over 24 months

The Senior Gender Expert will support the Team Leader about substantive, operational, legal and administrative procedures and assist in implementation of this Project. The expert’s task will include, at least:

  • Development of trainings’ curricula, organization and delivery of trainings round tables, study trips, awareness raising campaigns and other similar activities
  • Cooperation in the preparation of quarterly reports and final report
  • Ensure gender mainstreaming and rights integration policies, strategies and checklists are translated into actions in all programmes both at national and regional level
  • Identify, design, plan, implement and monitor appropriate training packages to institutions and civil society sector, development of trainings’ curricula, organization and delivery of trainings

Qualification and skills

  • University degree in Gender studies, Law, Political Science, Human Rights, Economics or a relevant, directly related discipline
  • Excellent command of written and spoken English
  • Command of B/S/C language is regarded as an asset

General professional experience

  • Minimum 5 years but preferably 10 years of experience in the field of protection of human rights and freedoms

Specific professional experience

  • Minimum 3 professional experiences related to development and/or implementation of gender policies
  • Experience in a least 1 project related to the development of training curricula and delivering of trainings
