Project description: The project aims to support the Government of the Republic of Serbia and the Ministry of Education, Science and Technological Development in the process of preparing, piloting and implementing final examination in secondary education (matura and final exam in secondary vocational education).

Position: Key expert 1: Team Leader (minimum 600 working days)

The team leader will be responsible for the overall co-ordination and implementation of this contract. In particular, she/he will be responsible for: cooperation with Contracting Authority and the Project Partner; establishing the working procedures and communication with the beneficiaries; supervising the project implementation. Also, the Team Leader will be in charge of coordinating and/or conducting policy analysis and development activities. Number of working days for period of 36 months is 600, or 200 per year. The team leader is required to spend 95% of the assignment in Serbia.

Qualification and skills

  • A bachelor’s degree (where a university degree has been awarded on completion of three years study in a university or equivalent institution) in social sciences. A Master/Phd in a field relevant for this contract is an advantage.;

General professional experience

  • Preferably 15 years but minimum 10 years of professional experience in the field of education and training;
  • Preferably 5 years but minimum 3 years of experience in project management in the education sector

Specific professional experience

  • Preferably 5 but at least 3 years of experience in working with national institutions on issues relating to quality assurance in education;
  • Preferably 5 but minimum 3 years of experience in leading teams in the public or private sector;
  • Experience in working with government institutions and/or other national
    stakeholders on implementing education reforms
  • Experience in policy analysis and development in education will be considered as advantage
