Support to Public Administration Reform under the PAR Sector Reform Contract (EuropeAid/137928/DH/SER/RS)

Project description

The objective of the assignment is to support on-going reforms within the public administration system in Serbia through provision of policy advice, technical assistance and support to institutional and human resource capacity building. In particular, the project will assist in strengthening the policy-making, planning, coordination, consultation reporting and monitoring processes linked to implementation of the Serbian Public Administration Reform strategy and its underlying sub-strategies (Strategy for Improvement of Public Policy Management System and Regulatory Reform and E-Government Strategy).

Key Expert Profiles

 

Key expert 1: Team Leader / Public policy management expert (indicatively 550 working days)

Qualifications and skills:

  • Master’s degree in Public Administration, Politics, Economics, Law or a field directly related to the assignment. In case of a Bachelor’s degree the expert should have at least 5 years, or in absence of the university degree at least 8 years, or relevant professional experience in addition to the experience required under the general professional experience;

General professional experience:

  • Minimum of 8, preferably 10, years of experience in public administration reform.

Specific professional experience:

  • Proven experience of at least 1 year, preferably 3, in capacity building of civil servants related to public policy making and management;
  • Proven experience as Team Leader of at least 1, preferably 2 EU-funded projects, worth at least 2 million EUR each;
  • Proven working experience of at least 3 years, preferably 5, in the public administration of an EU member state country and/or an international organization;
  • Proven working experience as an expert in EU funded project in countries benefiting from IPA programmes would be considered an advantage.

 

Key expert 2: Public Administration Reform Expert (indicatively 550 working days)

Qualifications and skills:

  • Master’s degree in Public Administration, Politics, Economics, Law or a field directly related to the assignment. In case of Bachelor’s degree the expert should have at least 5 years, or in absence of the university degree at least 8 years, of relevant professional experience in addition to the experience required under the general professional experience;

General professional experience;

  • Minimum of 8, preferably 10, years of experience in public administration reform.

Specific professional experience:

  • Proven experience of at least 2, preferably 4 years, in development and / or implementation and / or monitoring of public administration reform policies;
  • Proven experience of at least 1, preferably 3 years, in leading “change management”[1] teams in either the public or private sector;
  • Proven experience as a Key Expert in at least 1 long-term (minimum one year) EU-funded capacity building project in the field of public administration reform;
  • Proven working experience as an expert in EU funded project in countries benefiting from IPA programmes would be considered an advantage.

[1] Change management (CM) refers to any approach to transitioning individuals, teams, and organization using methods intended to re-direct the use of resources, business process, budget allocations, or other methods of operation that significantly reshape a company or organization 

 

Non Key Expert Profiles

Junior experts are expected to meet as a minimum the following requirements:

  • a relevant University degree or equivalent 6 years of professional experience.
  • at least 2 years of experience in his/her area of expertise.

Senior experts are expected to meet as a minimum the following requirements:

  • a relevant University degree or equivalent 12 years of professional experience.
  • at least five (5) years, preferably seven (7), or professional experience in his/her area of expertise.
